PanARMENIAN.Net - Businessman and philanthropist Samvel Karapetyan responded to the Armenian government's recent announcement about the Stockholm arbitration decision, accusing it of portraying a legal loss as a win. He made the statement via Facebook.

"The Armenian government, in typical Artsrun Hovhannisyan-style PR, is presenting its loss in Stockholm as a victory. In reality, the tribunal reaffirmed the emergency arbitrator's July decision requiring the government to refrain from any actions against the Electric Networks of Armenia (ENA)," Karapetyan wrote.

He said the government must now fully comply with that order and halt all measures against ENA. He also promised that a detailed legal analysis would soon be released by the family's international legal team.

In another post, Karapetyan said all violations by Armenia will be addressed during the main arbitration proceedings, where they will be considered aggravating factors under the bilateral investment treaty between Armenia and Cyprus.

According to Karapetyan, the tribunal has confirmed the binding nature of the July 22, 2025, emergency arbitrator's order, which prohibited Armenia from applying certain provisions of the new energy laws to ENA or taking any steps toward expropriation. The tribunal also rejected Armenia's claim that the emergency arbitration process was invalid.

Additionally, the tribunal emphasized that Armenia had not requested the decision be annulled or modified, thereby implicitly accepting its binding force.

While the tribunal declined to assess Armenia's alleged violations at this early stage, such as the suspension of ENA's license in November 2025, Karapetyan noted that these actions remain under review.

Earlier, the Armenian government stated that the tribunal had rejected all of the Karapetyans' recent motions, ruling that their requested interim measures were unfounded and that all related legal costs would be borne by the claimants. Yerevan emphasized that decisions on the merits will be made by the full tribunal based on complete evidence and legal evaluation, not by the emergency arbitrator.
